The workshop is organized in Dubrovnik from Sept 18^th– Sept 21^st,2023, as a part of the 28^thAnnual International Conference on Information Technology and Journalism: “Online journalism – 25 years later”.

In recent years, virtual communication has become an increasingly popular model of interaction for individuals, communities, and organizations. With the exponential growth of the social media popularity, messaging apps, and virtual reality platforms, people can now interact with others in ways that were previously impossible. However, as virtual communication becomes more prevalent, it also poses new challenges and risks.

We invite the scientific community - researchers, professors, and PhD students to submit papers that explore the challenges posed by virtual communication, including but not limited to:

The impact of virtual communication on the individualization of communication habits
The role of virtual communication in shaping public opinion and political discourse
The challenges of building trust and credibility in virtual communication
The ethical issues associated with virtual communication
The use of virtual communication in education and training
The implications of virtual communication for business and commerce

We are also welcoming submissions for the Conference which address the following topics:

Annual International Conference on Information Technology and Journalism (ITJ) conference has been organized for 28 years now. The joint RC10/RC22 workshop was first launched in 2010 and has been organized as part of the conference since then.

Dear colleagues, friends, and members of our RC10 community,

I wish you all the best on the upcoming holidays. May all your wishes come true, both in private and academic life. We had great collaboration this year, and I believe we will continue to do so in 2023. As always, our goal in the new year is to create great stories and projects, conduct research, and hold conferences that are important to the community.

I would like to take this opportunity to remind you of our 27th World Congress of International Political Science Association that will be held in Buenos Aires, Argentina July 15-19, 2023. RC08 (Legislative Specialists) and RC 13 (Democratization in Comparative
Perspective) are collaborating on organizing a conference to bring together
academics and practitioners from around the world to discuss topics related to
modern legislatures and the processes of democratization and de-democratization.
We are inviting papers on a broad range of topics, including (but not limited to) the
role of legislatures and their capacity to address the most pressing challenges that
our world is facing, such as crises (including economic, migration and pandemic
crises), legislative decline, and the rise of strong executives, corruption, and overall
democratic/ authoritarian tendencies. When faced with challenges domestically and
internationally, what roles and how do legislatures play?
We are also interested in papers addressing the roles of legislatures in a time of war
or military aggression domestically or internationally. Given the current crises
precipitated by Russian aggression in Ukraine, we welcome papers that address the
role of Ukrainian and other worlds legislatures in dealing with the consequences of
the aggression and discuss the consequences of it for the future of democracy.
In addition, we would like to pay a particular attention to the rise of authoritarian
tendencies in the world and challenges to other democratic institutions than
parliaments. We are interested in the process of democratization and de-
democratization themselves, their current status and trends, and related topics. We e
welcome also discussion of solutions to the de-democratization problems.

The Rise of Digital Authoritarianism?

Authoritarian and Democratic Politics in the Age of Artificial Intelligence

Within just a couple of years, artificial intelligence (AI) has evolved from an object of scientific curiosity to a salient political issue. Driven by the promise of deep learning algorithms, which infer patterns from massive datasets to make predictions, AI systems have become a pervasive feature of public and private life. In democratic and authoritarian states alike, governments have sought to leverage the efficiency of AI systems to their advantage. In various domains, bureaucracies now routinely delegate life-altering decisions to AI, ranging from criminal justice and surveillance to border controls, education, health, and the allocation of social benefits.

Unsurprisingly, the rapid uptake of AI systems worldwide has sparked a lively debate about the possible implications for democratic processes and norms. Scholars and policymakers have focused in particular on the dangers of so-called digital authoritarianism, i.e., the use of digital information technology to surveil, repress, and manipulate domestic and foreign publics. Most prominently, they point to China as a cautionary tale for the repressive potential of an AI-powered surveillance state, as it integrates practices such as live biometric identification, online content control, and censorship to control its population. Similarly, scholars increasingly highlight the transnational dimension of digital authoritarianism, for instance, China’s export of surveillance technology to other countries or Russia’s targeted misinformation campaigns to disrupt democratic elections abroad.

Yet, AI’s potential to undermine democratic norms and processes is not necessarily limited to authoritarian or non-democratic regimes. The widespread adoption of possibly biased, unsafe, or untransparent AI systems by democratic governments has produced its own challenges. As these governments automate decisions over social benefits, parole sentences, or asylum procedures, they challenge fundamental rights such as the rights to non-discrimination, a fair trial, privacy, or the freedom of movement. Furthermore, in the absence of robust regulation, corporations and other private actors may produce AI systems that undermine fundamental democratic norms without being held accountable.

In this special issue, we seek to shift the focus of the debate from potentiality to existing practices. Put differently, we want to explore how AI technologies are already being employed and contested in concrete settings and sites. Through case studies and comparative analyses covering both authoritarian and democratic states, as well as states in transition, we want to create a comprehensive, empirically grounded picture of how AI systems affect democratic and authoritarian processes worldwide.

How, and to what end, have governments across the world deployed AI systems? What effects has this had on democratic norms, including the protection of human and individual rights? How and by whom have such practices been contested, and what strategies have these actors employed? To what extent do we see transnational coordination between both regimes deploying AI systems (e.g. in border control) and the movements challenging them? What role do AI systems play in authoritarian or democratic transitions? To what extent does contestation over AI and democracy play out at the international level, where we are seeing early attempts at AI governance? Do democratic and authoritarian regimes behave differently at this level of AI politics?

To explore these questions, we invite case studies and comparative analyses tackling:

AI and human rights
Digital authoritarianism
Use of AI systems in border control and migration
Predictive policing, surveillance technology, and biometric identification
Challenges to democratic norms from automated decision-making in the public

sector (e.g. education, chatbots, allocation of benefits)
Online content control and social media
Export of AI surveillance technology and misinformation
AI and (transnational) social movements
Questions of accountability and democratic control in the context of private actors
International discussions about AI governance, ethics, and human rights

Overall, we aim to select a total of 8-10 papers of around 9,000 words. In preparation for the Special Issue, we would like to organize a workshop with all authors, likely to take place in June or July 2022.

The 26th Annual International Conference on Information Technology and Journalism: “Media in Information Age: Old Dynamics, New Approaches”.

We are very pleased to point out that this fall the InMed Institute, in cooperation with the Faculty of Political Science and the University of Zagreb, is organizing an international conference on information technology and journalism. It is also one of the longest-running conferences at the IUC Dubrovnik, which has been monitoring and predicting trends in Internet communication and its impact on society for 26 years in a row.

As part of the conference, a workshop supported by the largest international political association - IPSA has been organized for more than ten years, this year a workshop called "Media, Politics and Discourses of the New Normal" was supported by IPSA RC10 and RC22.

After the challenging 2020 and 25th edition of the conference, which brought together an enviable number of participants in completely new circumstances, and was selected for the IPSA Digital pilot project, we are pleased that this year most of the participants in the conference participated live.

Description

The climate of mistrust towards politics and the crisis of legitimacy of both the traditional actors of representation and the different forms of political participation are elements widely present in the public debate and in contemporary political science literature. However, in the last two decades there have been several experiments and innovations, both in the way in which public sector institutions relate to the private sector and to citizens in general, and (more rarely) show how the internal decision-making processes of public administration are designed and organized. If the vision of open government has given these experiments a conceptual propulsion, the many forms of digital innovation have in many cases provided tools and practical applications with increasing potential. From an initial phase of enthusiasm and techno-optimism we have gradually passed to a period of more mature and disenchanted awareness of the limits and risks of an innovation that is not adequately conceived in terms of democratic values and quality of procedures.
This panel is aimed at promoting a reflection on the relevance of concrete open government experiments and on technological innovations that allow the rethinking of government processes and the relationship between the public sector, private subjects and citizens. A focus of interest, in this regard, is represented by smart cities and artificial intelligence, the use of open data and big data in the various phases of the policy cycle, the crowd law processes, gamification, portals of transparency, etc. This panel encourages a critical discussion on the impact of these initiatives in terms of the quality of democracy, even in a comparative perspective. Particular emphasis will be given to contributions able to highlight the relationship between the theory of democratic innovation and concrete practices, the impact and limits of such experiences, through specific case studies or in a comparative framework.

Several parties in Europe and around the world have increasingly used digital tools such as online platforms for internal decision-making, funding, communication and membership mobilization. Parties, both traditional and digital native, seem to have started a process of digitalization of their organizational structures (Gerbaudo 2018). From the Pirate Parties in Northern Europe to Podemos in Spain, La France Insoumise in France and the Five Stars Movement in Italy, over the past decade many parties have adopted participation platforms such as LiquidFeedback, Agir, Rousseau, and Plaza Podemos, allowing party members and supporters to participate directly in the drafting of the electoral manifesto and of policy proposals, in selecting party internal and electoral mandates via online votes, and to vote on strategic party decisions. So far, most of the academic attention has been focused on the impact of the use of digital technologies on party competition and campaigning, while the intra-organizational dimensions have been somewhat under-researched (Bennett, Segerberg and Knüpfer, 2018). Moreover, the literature on traditional parties and ICTs has somewhat been attracting less attention (della Porta et al., 2017; Bennet et al., 2017; Gerbaudo, 2018; Lioy et al 2019). The main purpose of this panel is to analyse how both mainstream and new parties are building their e-platforms and transitioning from traditional (offline) organizations into the digital world. To this purpose, three main sets of research questions will be discussed in this panel. First, the panel will explore how the e-platforms are regulated and which are the main issues in guaranteeing their security. The second set of questions refers to which are the main affordances allowed by the e-patform to the party members and how these e-platforms are actually used or perceived as an effective instrument of political participation. The third set of questions is related to the main consequences of these digitalization processes, both for party organizational models and electoral campaign potential. Papers cover single empirical in-depth case studies on how ICTs are shaping parties’ main intra-organizational dimensions (communication, deliberation, decision making, membership, etc.), but also papers focusing on comparative case studies and more theoretically oriented papers.

Moreover, the literature on traditional parties and ICTs has somewhat been attracting less attention (della Porta et al., 2017; Bennet et al., 2017; Gerbaudo, 2018; Lioy et al 2019). The main purpose of this panel is to analyse how both mainstream and new parties are building their e-platforms and transitioning from traditional (offline) organizations into the digital world. To this purpose, three main sets of research questions will be discussed in this panel. First, the panel will explore how the e-platforms are regulated and which are the main issues in guaranteeing their security. The second set of questions refers to which are the main affordances allowed by the e-patform to the party members and how these e-platforms are actually used or perceived as an effective instrument of political participation. The third set of questions is related to the main consequences of these digitalization processes, both for party organizational models and electoral campaign potential. Papers cover single empirical in-depth case studies on how ICTs are shaping parties’ main intra-organizational dimensions (communication, deliberation, decision making, membership, etc.), but also papers focusing on comparative case studies and more theoretically oriented papers.

Politics in the digital era faces both opportunities and challenges in the changing environment. Increasingly, digital information and communication technologies (ICTs) challenges the traditional assumptions held about democratic processes such as civic participation and engagement, accountability, transparency, mobilization, power acquisition and maintenance, among others. As a result, ICTs have created an unprecedented expansion of democratic innovative spaces for participation in electoral democracy and democratic governance. These developments call for requisite and rigorous academic scrutiny to shape understanding of new emerging digital democratic participation spaces and political dynamics. This is because different innovative democratic spaces and connections are made and opinion exchanged - and possible to share views, as well as coordinating political discourse and action using digital innovations. Given the fact that widespread use and access to digital ICTs innovated spaces for participation and engagement at local and national levels, this panel provides research findings and theoretical analysis addressing (though not exclusively) the use of digital spaces and democratic innovations. Given the fact that widespread use and access to ICTs created spaces for participation – digitalization has impact on governments, institutions and citizens etc. – and now we have been witnessing increasingly new trends in institutionalizing technology as a new form of participation, inclusion, responsiveness, accountability, interaction and information sharing in real-time. The digital transformation seems to have transformed political processes of opinion-building across societies at a tremendous speed and dynamic. While the most salient phenomena of political communication in a digitally transformed public sphere (echo chambers, social bots, disinformation etc.) have been intensely discussed in recent years, the day-to-day practices of and general implications for opinion building require further research. In times of the crisis of representation, new digital forms of campaigning, mobilization and responsiveness emerge. They call for a revision of widely shared assumptions on the functioning of the political and communicative process. Therefore, the open panel calls for theoretical and/or empirical contributions to this fledgling field of research. Possible research questions are:
• Which roles do different actor groups (representative politicians, parties, classical media, so-cial media, NGOs, activist groupings, private companies etc.) play in opinion-building processes?
• How is political leadership transformed? Do the new dynamics foster nationalism? Where/ Under which circumstances do opinion-building-processes transcend national borders?

Prof. dr. sc. Domagoj Bebić, associate professor, Department of Journalism and Public Relations, Faculty of Political Science, University of Zagreb.

At the Faculty of Political Sciences in Zagreb I lecture several courses in the field of e-democracy and new media: Cyber Politics, E-government, Viral communication, Methods and techniques in new media. My scientific interests are: social media, e-democracy and online reputation. I am author of several scientific papers and book chapters, also I am author of the book – Cyberturist – New Media in Tourism. From 2011 I am secretary general of IPSA RC 10. Also, I am organizer of the international scientific conference Information Technology and Journalism (ITJ) that is held in Dubrovnik for 26 years and that is supported by IPSA RC10 and RC22. Moreover, in 2015 I was initiator and organizer of the scientific conference Communication, Democracy and Digital Technology organized by IPSA’s RC 34, RC 22 and RC 10. The collaboration between different IPSA RC’s is continued and in 2017 the Research Committees for Political Communication (RC22) and Electronic Democracy (RC10) of the International Political Science Association (IPSA) with the CICOM 33rd organized jointly the scientific conference Political Communication in Uncertain Times: “Digital Technologies, Citizen Participation and Open Governance”.

Dr. Deodatus Patrick Shayo – Vice Chair

Deodatus Patrick Shayo is a lecturer and researcher in the Department of Economics and Social Studies at Ardhi University, Tanzania (from December 2020-to-date), and he is teaching both undergraduate and postgraduate level courses at Ardhi University. He also served as an academic member of staff at the University of Dar es Salaam (2006-2020). His PhD is in Political Science, obtained from Westfälische Wilhelms-Universität Muenster, Graduate School of Politics, Germany, focused on crowdsourcing and digitalization of electoral integrity. He was awarded three years PhD scholarship by Germany Academic Exchange Services (October 2014 – September 2017). He has participated in several conferences, seminars and workshops – both national and international – with a focus on, among others, digital governance, digital society and digitalization plus industry 4.0 (Germany 2017 and 2019), digital democracy (Germany 2014-2017, Austria 2017, and Australia 2018), local democracy academy (Sweden, 2019), comparative research designs and methods (South Africa, 2016), and gender issues in higher education (Tanzania, 2020). He is currently a member of IPSA, RC10, Electronic Democracy. He organizes IPSA-RC10 panel presentations such as civil society, state and digitalization in the global South (Hannover, Germany 2017); democratic participation and inclusion in the digital era (Brisbane, Australia 2018); mapping the emerging democratic participation space in the age of digitalization (Virtual, 2021). Also serves as a reviewer, international conferences like EGOV-CeDEM-ePart 2017, 2018 & 2019, and Hawaii International Conference on System Sciences, Mini-track: smart and connected cities and communities. His key research interests include community crowdsourcing and digital engagement, online and offline participation, crowdsourcing smart city services, gender and community participation, digital innovation and technology in local governance, and crowd monitoring service delivery.

Dr. Saurabh Chandra, Managing Director (MD) of the IPARN Foundation, holds a Doctorate (PhD) in Public Administration. As Managing Director (MD) of the IPARN Foundation, which is an Integrated Policy and Administrative Research Network, he is constantly working for the promotion of Public Policy and Public Administration on the global level. As Managing Director (MD) and International Director of the IPARN Foundation, India he is facilitator and coordinator of Memorandum of Understandings (MOUs) of the foundation with: 1. Migration Institute of Finland, Finland 2. National Intercultural University of the Central Jungle “JUAN SANTOS ATAHUALPA” - UNISCJSA, Peru 3. Alfred Noble University, Dnipro, Ukraine 4. Dr. Shelley Boulianne

Dr. Shelley Boulianne is an internationally recognized scholar with empirical research focused on the global dynamics of digital media use for citizens’ engagement in civic and political life. This research offers great insights into who participates in politics, how they participate, and the impact of participation patterns on whose voice counts in public policy. In December 2007, she completed her Ph.D. in sociology from the University of Wisconsin-Madison and she is currently an Associate Professor in sociology at MacEwan University (Canada). At the invitations of section chairs, she has adjudicated many prestigious awards for the American Sociological Association’s Communication, Information Technologies, and Media Sociology section (2014, 2015) and American Political Science Association’s Political Communication and Information Technology and Politics divisions (2016, 2018, in 2019, 2 committees). She is finishing her term as a section officer for the Information Technology and Politics division. Currently, she is on the editorial boards for New Media & Society, Social Science Computer Review, Journal of Information Technology & Politics, and Communication Research.

Dr. Régis Dandoy

Régis Dandoy is professor of political science at the Universidad San Francisco de Quito (Ecuador), guest lecturer at the Université Libre de Bruxelles (Belgium) and adjunct researcher at the Waseda University (Tokyo, Japan) and the United Nations University (UNU-CRIS). His main research interests and publications deal with comparative politics, e-democracy and elections (particularly in Latin America and Western Europe). He is currently giving lectures on e-democracy in various universities and is responsible for the training of election officials around ICT-issues in electoral processes. His current research projects deal with electronic voting (e-voting) and internet voting, with a specific focus on the impact of technology on voting behavior and on party positions on voting technology.

Digital information drives participation in politics, the economy, and society. Yet great disparities exist as to which communities have access to the internet. While previous studies have examined the impacts of broadband infrastructure, they have indicated little about the extent to which local populations can afford and use the technology. Moreover, there has been limited scientific evidence on how broadband adoption matters for collective benefits. Including new data on broadband subscriptions from 2000-2017, and comprehensive analysis for U.S. states, counties, metros, cities, and neighborhoods, Choosing the Future argues that broadband use in the population is a form of digital human capital that benefits communities as well as individuals.

Broadband has a causal impact across all types of communities--for economic prosperity, growth, income, employment, and policy innovation. Yet there are urban neighborhoods and rural counties where as little as one-quarter of the population has a broadband subscription, even when mobile is included. As we build "smart" cities and communities, as economies and jobs continue to experience rapid change, and as more information and services migrate online, it is communities with widespread broadband use that will be best positioned for inclusive innovation, with the digital human capital to thrive.

About this series

This book series examines how and why digital technologies matter for democracy – whether in terms of coordinating social movements, elections, e-government, or digital inclusion. Relevant topics include, but are not limited to, digital democracy, electronic voting, online participation and civic engagement, and electronic campaigning. The series also covers studies on the impact of information technologies on policy issues such as smart cities and the applications of information technologies in a diverse range of areas, such as public health, education, and cybersecurity.
Studies in Digital Politics and Governance (DPG) welcomes monographs and edited volumes from a variety of disciplines and approaches, such as political science, public administration and computational sciences, which are accessible to academics, decision-makers and practitioners working at governmental and non-governmental institutions.

24th Information Technology and Journalism Conference held in Dubrovnik

Information Technology and Journalism is one of the oldest conferences of the Inter University Center in Dubrovnik. For years this conference has been following and predicting trends in Internet communication and its impact on human society.

As part of the conference, we have been organizing an IPSA-supported Workshop for ten years. This year, our Workshop called Bubble Society and the Death of the Public Sphere, which was held from 27 to 28 May, was supported by RC 10 and RC 22. We are particularly pleased that this year the conference featured prominent keynote speakers, Professor Lance W. Bennett of the University of Washington and Marijana Grbeša-Zenzerović from the University of Zagreb. This was the 24th International Conference on Information Technology and Journalism, held at the Interuniversity Center in Dubrovnik.

Investigating and establishing links within certain ideologically-driven online communication networks, Benett has demonstrated that the main producers and advertisers of false news are actually "anti-democratic public spheres".

Grbeša-Zenzerovic analyzed the phenomenon, influence and reason of the sudden and broad penetration of comedians on the political scene of several states, from Iceland and Italy to Ukraine, and the way they have transformed modern politics.

The conference also included presentations by Oscar G. Luengo from the University of Granada, Curd B. Knüpfer from the University of Berlin, Norbert Merkovity from the University of Segedin, Béla Jánky of the University of Budapest, Vladimir Ivanov and Maria Ivanova from Russia, and many other.

The conference directors were professors Nenad Prelog (Ambassador in South Africa), Damir Boras (Rector of the University of Zagreb) and Inoslav Bešker (from the University of Split and Dubrovnik).

Paper proposals may be submitted in up to three (3) sessions of interest.

CALL FOR PROPOSALS. IPSA/AISP Internation Conference - Political Science in the Digital Age: Mapping Opportunities, Perils and Uncertainties (PDF)

The Research Committee 10 Electronic Democracy encourages panel and paper proposals for this IPSA sponsored international conference "Political Science in the Digital Age." The conference theme of digitalization and the intersection with political science and democracy is highly relevant to the RC10 as the conference aims to examine the challenges of digitalizaion for the discipline of political science. Proposals for panels or papers are due April 15, 2017.

Panel proposals are submitted by the RC, so please contact Karen.Mossberger@asu.edu as soon as possible if you are considering submitting a panel proposal. Paper proposals can be submitted individually.

IPSA is sponsoring an international conference from 4-6 December this year 2017, organized by Marianne Kneuer and Helen Milner. The conference, entitled “Political Science in the Digital Age: Mapping Opportunities, Perils and Uncertainties,“ provides the opportunity for a reflection on the discipline and one of its most relevant challenges, namely digitalization. At the same time, the conference aims to bring together national Political Science Associations, other IPSA members, and the IPSA Research Committees in order to further develop networks and cooperation among these groups. The conference also will be a platform for addressing problems as well as designing ideas for future research within IPSA.

Critical questions to be addressed will be:

How did our discipline react in the last years to the challenges of the digital era and how can it respond in the future? What new demands or tasks emerge for the discipline?
Do we need new theories and concepts? How should studies be tailored to capture the empirical implications of digitalization in the various subdisciplines? Where is interdisciplinary cooperation required? Which methodological tools are necessary or adequate for research?
Are there new subjects political science has to address? How does the reconfiguration that digitalization induced in polity, politics and policies change the research on domestic or international politics?
Which new opportunities provides digitalization for teaching (see e.g. MOOCs)? Who can benefit from e-learning and how? How can citizenship education benefit from digital modes of knowledge and value building?
What implications does digitalization have for authors and publishers?
What new challenges come up for political consulting? With which challenges are political foundations, think tanks etc. confronted through digitalization?
